Forgot to add:
The player who "lock" another player will get a +2 bonus (will score 3+2= 5 pts)

I'm not sure of the scoring if several player are simultaneously locked, keeping it as a fixed +2 bonus seems fair

I looked into this and it will be hard to implement this feature completely. What I can do pretty easily is add a point penalty/reward to both players who lock and players who are locked. Do you think this would be fine to do?

Yes that is correct. Initially I thought this would be not too bad to implement but I realize that there is a case where the locked player can get locked again if someone plays all of their cards on the turn that they are "locked". I would have to add extra code changes to make sure that does not happen.

That is why I suggest whenever a player runs out of cards, any player stuck with 13 cards gets the penalty while the player that run out gets the reward.

That would be a weird unpopular fix i think, then i would rather vote to simply not implement the "lock" mechanism for the moment

Ok I agree that we should put this feature on hold due to complexity of it then.
