I have a federation of 13 power and I want to add a mine to make it 14 power. Game gives me the option to select 'form a federation'. However, when I do, and add the 2 satellites, it gives me an error stating "too many buildings to form federation, can remove structure at (-6, 4)." Is there something I'm doing wrong? I've never played Ivits before. Is it a bug because of the 4 power for big buildings being applied twice? But if that was not recognized, the system shouldn't give me the option of the action 'form a federation.'
