I took a Turbine Station action that produced 6 energy, and received a prompt saying, "You may fulfill a contract with an energy requirement of at most 6." Because of my powehouse ability, that prompt should end with "at most 9" instead. The game did allow me to select a contract with an energy requirement of 9, so the powerhouse ability does appear to be working; it's just the prompt that needs to be updated.
