The code for Sector 128 appears to mandate the 3rd resident slot's action; But there are no resources to exchange so the action cannot be triggered.

In an attempt to bypass the action, I did a "Relocate residents". The game let me move the resident from Slot 3 to Slot 4. I believe this breaks the Resident Placement rules on Page 16 (and it still didn't allow the game to progress).
