Pathfinder's Staff is supposed to allow a player to relocate a placed archeologist to a camp or level 1 site. When purchasing the card, the game would not allow me to relocate to a level 1 site. It said "relocation site is not valid." I had the three compasses to pay for the level 1 site, so this should have been allowed.
