Found the solution by spending a couple hours with it on a Friday night. You're very unlikely to ever hit this again in a thousand plays, but I've still coded up the fix.

The fix will be public next time we deploy, which will be when we've finished testing out some Automa changes that are in the dev codebase.

The fix for this broke something else that's far more common. We've confirmed the problem, but the fix for this (without breaking other stuff) is still pending.

The same problem. Player Kiffers build federation (move 135) with 4 buildings. But he must build this without one mine on planet, with 3 buildings.

On the screenshot "X" - is wrong place for sattelites, "?" - is right places.

You have the tech tile that increases the value of your large buildings. Your satellites also contribute 1 each. Your total power is 22.

@waffle, this should really, really be a separate bug report. What you're describing is being allowed to build a fed, but this bug it about not being able to build one. Different issues.

Still, looking at your game... you do have 21 there. Be sure to include space stations and your size technology when counting.
