This could also matter if an opponent is Inventors. You might attempt to deny Inventors the opportunity to upgrade a tech card with their ability. This is quite the edge case, but it could come up in certain situations.

A more likely situation is if you have Industrialism active. Perhaps you don't want to blindly draw a tech card for fear that it would force you to skip an important space on one of the tracks. Accepting a tech card in this case would be a gamble.

I'm pretty sure the new "TapestryTest" game is a copy of this one, but I wanted to note here that the same bug exists in that, too. (I'll file a report under that game as well)

Your instinct was right! Though I realize I need to clarify this: For the person playing the tapestry card, the benefits are mandatory. For the other players, unless the card says "must," the benefits are optional (in the spirit of the game). It's rare that opponents won't take these positive benefits, but situationally they may choose not to"

I was affected by this bug as well on Move #70 in table 502014339, I was Mystics and did not want an extra tech card so it cost me 10 points.
