Also happened recently in en.4.boardgamearena.com/aknile?table=23522697, although I have seen the bug multiple times.

This bug is not random, and happens every time the Plague of Locusts is drawn as a reward card for a speculation.

After the plague of locusts takes effect, a new flood card is drawn. This should not happen, as the Plague of Locusts was not drawn as a flood card.

Also, other failed speculation cards that were not successful are not discarded immediately and correct speculation can occur either as a result of the first flood or the second flood.

This is also not a bug with any browser or connection issue as the incorrect actions are saved in the game log.

Speculation cards played, caster flooded, harvest didn't happen, deck emptied and reshuffle triggered so cards could be drawn, locust drawn, caster field and two others wiped out by locust, then another flood card is drawn. This feels very wrong.

Yes - this happened today in 106537171. My opponent had a speculation card down and drew wheat, which was one of the the speculated crops. He drew the plague, which then wiped the largest stack, but then the game played another card which was castor (the other part of the speculation card) and so he drew three more cards.

Changes made
- plague card drawn as a result of speculation now continues to next game state instead of returning to flood state as if it was drawn as a flood card
- plague drawn as a result of speculation now clears speculation before processing plague state
