This is a visual issue only. If the ship cards don't take up all three rows, then there is a gap left behind between the ship cards and the colony cards. Should either eliminate the gap or force the ship cards to be in at least three rows. IMO, I would force the ship cards be in 3 separate rows as it would look better despite having to scroll more.
