in this case, i have used 3/4 goods types, but i don't have the fourth type. in the past, i seem to recall that it's successfully detected that just declared my consume phase done.

Same thing happened to my game: boardgamearena.com/table?table=143493897

I had 3 novelty goods, 1 rare good, and 3 consume powers (inclduing Galactic Exchange).

1. I consumed 1 novelty and 1 rare good on Galactic Exchange.
2. I tried to consume another novelty on a different word, and got an error message that I had to finish consuming on Galactic Exchange.
3. I tried to consume the novelty on Galactic Exchange and got an error message that I had already exhausted this type of resource on Galactic Exchange.
4. I tried to Pass my consume turn but got the error message that I had to finish consuming on Galactic Exchange.
5. Refreshing did not help, we had to abandon the game.

It has not been fixed by refreshing. Game has been turned into 'turn by turn' mode to allow fixing the issue.

I had a very similar situation at this table, but with a different card:

I could not make any move, because I was obliged to consume more goods with "Interstellar Trade Port" (Interstellarer Handelshafen), but I was not allowed to consume more green goods there, after I already consumed 1 blue and 1 green good.
I tried every action, but one or the other red warning message blocked it.

I believe that the consume power of "Interstellar Trade Port" as well as of "Galactic Exchange" is not formed correctly. Either you have to use it only once for every different color you have in goods, or you have to use it for up to four goods of any color before you can use other consume powers. It seems, both requirements - which are incompatible - are set in the programming of this consume power.

There is an obvious connection to this bug report that was marked fixed: boardgamearena.com/bug?id=30333
