The tooltip for objective card IX reads:

Final scoring:
The players add their building costs in each city.
For each city, the player(s) with the highest total receive(s) VPs for that city:
- Livorno 14 VPs
- Pisa 12 VPs
- Lucca 10 VPs
- Viareggio 8 VPs
- Massa 6 VPs
- Lerici 4 VPs

game example #1: 14559461

both players only built in lucca and lerici.

senatorhung had the highest building block count in lerici. hiker had the highest building count in lucca. my interpretation of the tooltip is that senatorhung should get 4 VPs for lerici, and hiker should get 10 VPs for lucca for that objective card. however, the displayed values at the end of the game for objective IX were senatorhung 44 VPs and hiker 50 VPs.

game example #2: 14508111

senatorhung had the highest building block count in lucca. hdp had the highest building block count in pisa, massa, and lerici. so by my understanding of the tooltip, that should have been senatorhung 10 VPs, hdp 12 + 6 + 4 = 22 VPs. however, the displayed values at the end of the game for objective IX were Hdp 44 VPs, senatorhung 32 VPs.

how are those numbers calculated ? are the values of the building blocks for each city somehow added to those listed on the card ?

The game was taking into account cities in which there are were no buildings :/
