Tiles that should be valid destinations were not available to select if they required moving the diver through another flooded tile. This was the case at turn number 1 on table 118021411 - where the navigator should have been able to move the diver to Cliffs of Abandon in 1 action (by going through the flooded Cave of Shadows). Similarly, Gold Gate, Misty Marsh and Twilight Hollow should also be options. The ability worked as intended only when the navigator tried to move the diver through SUNK tiles.
