The dummy player rules state:

"During the game, whenever a player eliminates a threat, they must move one of the Dummy Player tokens up one space on the Dummy Player Board, increasing its Influence, Wealth or Reputation accordingly."

The Raging Titan rules state:

"A Raging Titan tile behaves as a new threat."

boardgamegeek.com/thread/1339095/3-players-titans-and-dummy-player also suggests that the dummy player should be adjusted when a raging titan is eliminated.
