While playing the Renegades you have the option to skip the ability on any track on the main board to instead advance on the Renegades board. The tier 1 ability on the renegade board allows you to gain 1 tapestry card and 1 building of your choice.

The game was allowing me use this tier 1 ability without advancing me, this allowed me to repeat the same tier one ability over and over again.
