I built the Cluster carving tile into my hive. It says it scores 3 points for each adjacent tile. It literally says on the tile itself "including faction tiles." In the mouse-over description, it even says that each of the three hexes in your faction count as a separate tile for the scoring of Cluster. I built Cluster next to two of my faction hexes plus four other tiles, meaning it was completely surrounded by six tiles, which is the most any tile can be surrounded by. This means it should have scored 3 x 6 = 18 points. Instead, it scored 3 x 4 = 12 points, meaning that Cluster failed to recognize my two faction hexes as distinct adjacent hexes worth 3 points each. It only recognized the other built tiles for scoring purposes, but does not score the faction tile at all.
