It is already working like that.
Tested in replay and in two player games.

If you see that bug again, could you open your browser debugger console (F12 for Chrome/Firefox) and see if you have some red error messages top copy/paste in that thread.

Also for me (playing with Chrome, on PC, tablet and smartphone) the information about number of cards in hand (for both players) seems often "old".
Next time I'll try to check the browser debugger (if I'm able to...)

UPDATE : Played cards are only discarded at end of action so they seem to be in hand still end of action.

In the first action step of the first Axis turn, the soviet played a exchange but his number of cards in hand on the panel is still 7 even at the end of the action. Also, you said played cards are only discarded at end of action but they are not in hand either. I high recommand refresh the number of hands in time because it really affcet the reation.

If you go to table 667228164, it shows the players having 36 and 34 cards in their decks. If you then replay the game from Winter 1941 end of round to Sprint 1942 start of round, it shows the players having 7 and 11 cards in their deck, as if the Late Cards step did not happen.

I had this same problem and only noticed the discrepancy when opponent auto-skipped Warsaw Uprising discard option despite showing hand size of 4.
