In the rules for Tikal (e.g. www.riograndegames.com/wp-content/uploads/2013/02/Tikal-Rules.pdf) it states that you may place a camp in any empty clearing, and it is not necessary to have an expedition member present.

I have played Tikal for over 20 years and have always played it according to the printed rules above. I'm not sure if the implementation is based on some new edition, or is simply a house rule.
Recommend
1) make it an optional rule that the game creator can select.
2) put a very visible notice to the players about how this rule is enforced, otherwise I'm sure a lot of people are going to be surprised

Indeed, it's an update to the rules approved by K&K, it's in place since 2017. You can upvote ticket boardgamearena.com/bug?id=118315 where it's suggested to make it as an optional rule.
