Thank you for the image!
As a matter of fact the placement worked as designed. In your case all tiles got disconnected. You can only continue building new tiles upwards and try to reconnect the other routes.

The written rule on page 3 (ACTION: Placing the Selected Tile) reads:
The newly placed tile must be connected through Roads to the City Center (or the tile in its place, if you replaced your City Center). Roads do not have to connect with other Roads necessarily, as long as there is at least one Road connection leading to the City Center.

In the Appendix you find description of "Connected":
Tiles are considered connected if you can trace a path between them by following
the Roads (over other tiles, if need be).

My understanding is that 2 Tiles are connected, when BOTH tiles have a road in the corresponding direction connecting each other. In your case, there is no connection from the center tile to the left and the below tile.
