It happens frequently in this situation, and when using the card that lets you discard after playing science tag.
if I can't draw cards for another reason, the error message should be changed

It's a self-inflicted limitation; there's no reason for it based on the actual rules of the game.

This bug should, at the very least, be marked as "confirmed".

I find you can circumvent the limitation in most cases. Like, here, just use media group and optimal first (it doesn't matter when you do), then there are only two options left, Olympus and 2 cards from Tech Demo. And once there are only 2 options left, the limitation is lifted.

Players /shouldn't have to/ circumvent an arbitrary limitation.

I found this bug report when I encountered fundamentally the same issue, but with slightly different circumstances. I'll eventually get around to uploading screenshots... not that I now think it will make any difference, given that the developer has acknowledged the issue but vaguely hand-waved it away.

Here's another scenario relevant to the "Cannot choose this operation before any that can fail" message:

On a different table (547276444, move 594), my options are currently "Add Animal to Herbivores" and "Draw Card in Hand". It is literally /impossible/ for Herbivores to fail, but it won't let me draw the card fist—this is ridiculous.

...but wait, there's more! When I ultimately clicked the "Whatever" button to let the interface choose the order of effects, it literally drew the card for me first /before/ adding the animal to Herbivores. :-O

I don't code "Add Animal to Herbivores", there is action "Add resource to target card", and it can fail - because for example Viral Enhancers produce this effect which can target a card that cannot hold resources.
So I can code a lot of corners cases and special cases or can I work on expantions and new games, which one you think I will pick?

Whatever behavior is a bug in the case, you can send a separate bug to track this
