Same problem at table #510122730, move #413.
The first and the last artwork are both blue. Their combined resource cost would be 7+8+2=17. I have 3 ships on wood and 2 ships on fabric (15 resources in total). I should be able to buy both for 17-3=14 resources in one action using Plautilla Nelli.

Ran into this problem as well. Figured out a way around it which was to initiate the action by clicking the action button for buying art work at the top of the screen. This let me use the discount. But clicking on the art works themselves to start the action doesn't let you use the discount. So still playable but not ideal as both methods should be implemented.

Ran into this problem as well at table #531994055 move #172. Unfortunatelly it didn't occur to me to select the action at the top of the screen.

To trigger this effect, you need to select the action in the menu, not directly by buying the cards.
Doing this will offer you the ability to trigger Nelli's effect and buy 2 paintings with the reducted cost.
