I used a purple recruit to explore a site that awards a random card drawn. The purple recruit was my final recruit of that color, leaving a single vacant spot. I haven't seen *this* issue before, but I've seen the same thing with weathervane.
F5 doesn't change anything. We've moved on past that point in the game.
