When renegades is your starting Civ the cube does not start on the start therefore skipping the first tier benefit option. It has been a problem in 3 other games today which I encouraged the other player with that Civ to report the bug.

The players I was playing with in other games chose to abandon the games. We have noticed problems with relentless and utilitarians as well not being able to gain the benefits or have the option to choose the benefits
